MUNICIPAL FACILITIES STUDY COMMITTEE
EAST WINDSOR, CONNECTICUT


MINUTES OF SEPTEMBER 6, 2006



I.      TIME AND PLACE OF MEETING

        Chairman Rajala called the meeting to order at 7:05 p.m. in the Board of Education Office.


II.     ATTENDANCE

Present:  Chairman Judith Rajala, Betsy Burns,  Richard Coville, Timothy Howes, Gayle Kement, Cal Myer
Absent:  James Barton, Patty Briggs, Len Norton, Kevin Saunders and Linda Sinsigallo

IV.     PREVIOUS MINUTES

        A.      April 26, 2006

                Upon motion by Ms. Burns, seconded by Mr. Coville, it was unanimously

                VOTED:  To approve the minutes of April 26, 2006.

        
V.      AGENDA

        
        A.      Compile facility data and recommendations into draft for Board of Selectmen

The committee discussed possible recommendations it would present to the Board of Selectmen on September 19, 2006.

There are approximately 75 members of the Broad Brook Fire Department.
Approximately 700 different residents participate in senior center activities, including dial-a-ride and luncheon programs.  
There are about 25 police officers, 2 registrars, 5 ambulance personnel, 3 human service employees at the Town Hall Annex.   The rest is storage.

Members discussed what municipal building, in their opinion, would be the most needed to be built.  They all agreed that a new school is most in need.  Mr. Coville said that the Broad Brook School was built to 1951 standards and is no longer practical and modulars cannot be utilized forever.  
The committee discussed what the Broad Brook School could be used for if it were rehabilitated for other uses.  If vacated by the Board of Education, the Broad Brook School could house all town offices and a senior center, freeing up space at the BB Firehouse for the Broad Brook Fire Department.  A school building is the only municipal building that would receive as much as 58% reimbursement from the state.  More discussion followed about using Kogut Farm Property to build a new school.  The cost of the land could be reimbursable.

Gil Hayes entered the meeting.  

The committee had a conversation about affordable medium income housing on the town-owned Kogut property.  

The town has grown and committee members believe that the population of East Windsor is close to 12,500.  This should be validated.  

Upon motion by Mr. Coville, seconded by Ms. Kement, it was unanimously

VOTED:  To make the following recommendation to the Board of Selectmen:

Due to growth, we recognize the need to build a school, to expand our senior services in an alternative physical plant and consolidate town offices in one location.

Ms. Rajala and Mr. Howes will send the report and recommendation to Linda Roberts at least a week before the September 19th meeting.

        Upon motion by Mr. Myers, seconded by Ms. Burns, it was unanimously

        VOTED:  To adjourn at 8:04 p.m.
